Summary of Borough of Hanover Council Meeting Held on May 22, 2024

The following are the highlights of the Borough Council’s May meeting held on May 23, 2024. Supporting documents on most items of Council business are available on the Borough website (www.HanoverBoroughPA.gov) under “Agenda and Minutes”.
 
BOROUGH COUNCIL ACTIONS AND ANNOUNCEMENTS:
 
MAYORAL CERTIFICATES OF APPRECIATION: Mayor Whitman presented Certificates of Appreciation to Libby Huston and Thea Persaud for serving as Junior Council Persons, to James Zartman for serving previously on the Borough Council and recently on the Zoning Hearing Board, and to Stanley DeHoff for serving on the Recreation Board.
 
TIDAL WAVE AUTO SPA: Approval was granted to release the performance bond for Tidal Wave Auto Spa in the amount of $966,849.56.
 
YWCA: Approval was granted for Resolution No. 1411 for Final Subdivision and Land Development Plan Approval.
 
CERTIFIED HIRING LIST: Approval was granted to authorize the Civil Service Commission to create a certified hiring list for one probationary officer. 
 
FIELD USE AGREEMENTS: Approval was granted for Hanover Diamond Sports use of Myers Playground.
 
BOARD RESIGNATIONS: Approval was granted to accept the resignations of Stanley DeHoff from the Hanover Borough Recreation Board and James L. Zartman from the Hanover Borough Zoning Hearing Board. 
 
STONEWICK RESIDENTAL DEVELOPMENT: Approval was granted to accept the offer of dedication for water system for Stonewick Residential Development. 
 
COMMITTEE APPOINTMENT: Approval was granted to appoint Ed Lookenbill to the Council Public Safety Committee. 
 
BOARD APPOINTMENTS: Approval was granted to appoint Gerald Funke as Alternate Member of the Hanover Borough Zoning Hearing Board to fulfill an unexpired term until December 31, 2025 and to appoint Shane Henderson to the Recreation Board to fulfill an unexpired term until December 31, 2026.
 
RECYCLING ORDINANCE WORDING: Approval was granted for Ordinance No. 2367 amending the recycling ordinance with the additional wording for high grade office paper.
 
VEHICLES & EQUIPMENT: Approval was granted to authorize an online auction through Municibid and to post a legal advertisement. In addition, approval was granted to purchase a zero-turn replacement mower funded by vehicle acquisition savings which was previously budgeted.
 
AMENDMENT TO STREETS AND ALLEYS ORDINANCE: Approval was granted for Ordinance No. 2368 amending Chapter 346-1, Paragraph C of the Code of Ordinances of The Borough of Hanover, for loading and unloading zones on Railroad Street.
 
RENTAL PROPERTY ORDINANCE: Approval was granted for Ordinance No. 2369 amending, supplementing, and replacing the Rental Property Ordinance of the Borough of Hanover, Ordinance No. 1796 enacted December 19, 1984.
