SUMMARY OF BOROUGH OF HANOVER COUNCIL MEETING HELD ON 10.23.24
The following are the highlights of the Borough Council’s October meeting held on October 23, 2024. Supporting documents on most items of Council business are available on the Borough website (www.HanoverBoroughPA.gov) under “Agenda and Minutes”.
BOROUGH COUNCIL ACTIONS AND ANNOUNCEMENTS:
JUNIOR COUNCIL PERSONS: Alexis Day and Noah Chronister were sworn into office as Junior Council Persons for the 2024-2025 academic year by Council Member Dr. Rupp.
HANOVER ECONOMIC DEVELOPMENT CORPORATION: HEDC Member Douglas Becker presented an update from the Hanover Economic Development Corporation noting ongoing developments of the vendor at Good Field and plans for the Hanover Theater.
SPCA 2025 ANNUAL CONTRACT: Approval was granted to continue the 2025 contract for services of the York County SPCA.
SPECIAL EVENT PERMIT: Approval was granted for a small business open house for Symone Gaither Bridal Shop on November 9, 2024 from 12:00 PM to 4:00 PM at 123 Baltimore Street.
DROUGHT CONTINGENCY PLAN: Approval was granted to submit the Borough of Hanover Water Resource Department’s revised Drought Contingency Plan to the Department of Environment Protection (DEP) for approval.
WASTEWATER PRETREATMENT LIMITS: Approval was granted for Ordinance No. 2373 amending the wastewater pretreatment limits as approved by the Environmental Protection Agency (EPA).
BUILDING CONSTRUCTION CHANGE ORDERS: Approval was granted for Change Orders #2, #3, #5, #6 and #7 for construction on the 33 Frederick Street project.
INTERIM LIBRARY DIRECTOR: Approval was granted to appoint Matthew Purkins as Interim Library Director until the Library Director position is permanently filled.
MAIN STREET MATTERS GRANT: Approval was granted for Resolution No. 1420 to apply for funding through the Department of Community and Economic Development (DCED) for streetscape and parking lot improvements for 33 and 44 Frederick Street in an amount not to exceed $350,000 with a 50% match split equally from parking meter revenue and Stormwater Authority funds.
