Partners Announce DownTown York Agreement

Three leading downtown York organizations have inked an agreement that will propel development of a key downtown parcel of land adjacent to WellSpan Park. The York County Industrial Development Authority (YCIDA) has awarded the development rights for the land to the team of York Professional Baseball Club (operators of the York Revolution) and Royal Square Development and Construction (RSDC). The agreement will result in the development of “Ballpark Commons,” a 20,000 square foot mixed-use building featuring hospitality and office space at the North George Street entrance to York’s downtown.

“This redevelopment of Ballpark Commons is a significant milestone in enhancing the gateway to Downtown York via George St.,” said Oliver Hoar, chair of the YCIDA. “After a robust public bidding process, we are thrilled to partner with local leaders York Professional Baseball and Royal Square Development & Construction, to lead this commercial and retail development project. Achieving this milestone has taken years of perseverance and patience by the YCIDA to acquire, demolish, and now approach rebuild, and we look forward to working with our partners in bringing this new project into the York community.” 

Additional members Warehaus Architects and Rock Commercial Real Estate round out the team. All four of the key project team members are based in downtown York. “To use a baseball analogy, this is an all-star team,” said York Professional Baseball President Eric Menzer. “You would be hard-pressed to find more combined commitment and expertise in downtown York than this group.”

Development Manager RSDC is currently in negotiations with York-Based Mexitaly Brick Oven Brewhouse, to occupy the first floor as the anchor restaurant tenant. Rock Commercial Real Estate is marketing the building, including second floor office space. The team is targeting 2025 for the start of construction. 

When it opens, the building will operate in conjunction with WellSpan Park. The design will integrate Ballpark Commons into the existing Brooks Robinson Plaza to take advantage of game-night traffic and create a vibrant pre- and post-game environment. On non-Revs game nights, the hospitality use can take advantage of ample ballpark parking and will generate additional commerce to complement the hundreds of baseball games and other events hosted by WellSpan Park each year. 

The Ballpark Commons development is part of a larger project to ensure that WellSpan Park, owned by the YCIDA, remains a first-class destination, attracting over 300,000 visitors annually to downtown York. The project will include new investment into the ballpark to renew systems and infrastructure and enhance the fan experience. Partially funded by a $4 million RACP grant, the combined projects are expected to generate $9 million of investment, which comes on top of investment by York Professional Baseball of over $1.5 million in 2024 to replace the ballpark’s main videoboard and playing surface.
