Promotes Nine Team Members!
York, PA – First Capital Federal Credit Union is pleased to promote eight team members!
Heather Dubbs has been promoted to Assistant Vice President of Consumer Lendinghaving most recently served as Contact Center Manager.
With over 17 years of experience in the banking industry, Heather Dubbs began her career as a teller and has progressively advanced through roles in lending, contact center operations, and management. This diverse experience has provided her with a well-rounded understanding of financial services and member needs. Throughout her career, Heather’s passion for helping others and her commitment to delivering exceptional service have remained constant. Supporting members and empowering teams continue to be the driving forces behind her leadership.
Bobbie Ford will move into a brand-new position as Assistant Vice President of Risk Management and Compliance. 
Ford has been with First Capital Federal Credit Union for the past 5 and a half years serving as the Assistance Vice President of Member Services. Bobbie has been in the financial services industry for over 20 years serving in both retail and operations positions throughout her career.
 
Bobbie is active in the community serving as the President of the Women’s Referral Exchange Network in York and the President of the Northeastern High School Baseball Boosters Club. 
 
Joy Martin is being promoted to Assistant Vice President of Member Services, having most recently served as Branch Manager of our West York Office. She will be replacing Bobbie Ford.


With over a decade of experience in the credit union industry—primarily focused on branch management—Joy has consistently demonstrated exceptional leadership and a deep commitment to member service. Over the years, she has received numerous awards for exceeding organizational goals and delivering outstanding experiences to First Capital’s members.
Joy remains active in the local community, currently serving as Secretary for the Red Lion-Dallastown Rotary Club. She is also a recent graduate of the 2023 Leadership Training Program in York.

• Kimberly Rager has been promoted to Contact Center Manager having most recently served as a Floating Universal Member Service Specialist
• Dana Eckman has been promoted to Branch Manager at our Manchester Office from her role as Member Service Representative Supervisor
• Lori Miller has moved from Branch Manager at our Manchester Office to Branch Manager at our East York Office
• Abby Robles has been promoted to Member Service Officer having most recently served as Member Service Representative
• Alexis Sipe has moved from Senior Member Service Representative to Member Service Representative Supervisor
• Debbie Foster has transitioned from Accounting Specialist to Debit Card Administrator.
