BOROUGH OF HANOVER COUNCIL SUMMARY OF MEETING HELD ON SEPTEMBER 24, 2025

The following are the highlights of the Borough Council’s meeting held on September 24, 2025. Supporting documents on most items of Council business are available on the Borough website (www.HanoverBoroughPA.gov) under “Agendas and Minutes”.
BOROUGH COUNCIL ACTIONS AND ANNOUNCEMENTS:
CERTIFIED HIRING LIST: Approval was granted to direct the Civil Service Commission to create a certified hiring list for police officers.
LIONS CLUB AT HANOVER MARKET HOUSE: Approval was granted for the Lions Club to solicit donations for Tag Day, Saturday, October 11 and 18, 2025 at the Hanover Market House; and to rent a booth on November 22 and 29 and December 6, 13 and 20 2025 to promote and sell Lions Club Diner books as a fundraising effort.
WATER SUPPLY AND SUSTAINABILITY POLICY: Approval was granted for Resolution No. 1447 to establish a Water Supply Allocation and Sustainability Policy.
LAND SWAP AGREEMENT FOR STREAM PROJECT: Approval was granted to approve the Amended and Restated Agreement for Exchange of Real Property with North Ridge Associates and to authorize the proper Borough officials to execute the same, upon review and approval of the Solicitor. Additionally, approval was granted to approve the Easement and Right of Way with North Ridge Associates and to authorize the proper Borough officials to execute the same, upon review and approval of the Solicitor.
MUNICIPAL TAX EXEMPTION POLICY: Approval was granted for the Municipal Tax Exemption Policy to align with Hanover Public Schools and York County policies.
BOROUGH OF HANOVER VISION STATEMENT: Approval was granted for the Vision Statement developed by the Governance and Policy Committee with Council input.
MINIMUM MUNICIPAL OBLIGATIONS: Approval was granted for 2026 Pension Contributions.
AFSCME WHITE LABOR AGREEMENT: Approval was granted for the AFSCME White 2026-2028 Agreement.
REFUSE VEHICLE ACQUISITION: Approval was granted to amend the budget in the amount of $286,000 for the purchase of a demo refuse truck.
EAST PARK AVENUE PARKING RESTRICTIONS: Approval was granted for Ordinance No. 2382 prohibiting parking on both sides of East Park Avenue, eastward from the Railroad Street intersection, for a distance of 300’, except for a distance of 50’ beginning at a point 50’ east of Railroad Street between the hours of 5PM Friday to 6AM Monday.
CONSTRUCTION CHANGE ORDER: Approval was granted for Change Order #2 in the amount of ($362,875.00) net savings.
