York College names new Vice President for Finance and CFO

York College of Pennsylvania is pleased to announce the appointment of Michael Doweary as the College’s Vice President for Finance and Chief Financial Officer (VPF-CFO), effective no later than July 1, 2025.

Doweary is a proven financial and strategic leader. He most recently served a five-year tenure as Receiver for the City of Chester, Pennsylvania, where he played a critical role in stabilizing the city’s financial operations and implementing key fiscal controls.

“Michael’s financial acumen, leadership experience, and deep commitment to organizational stewardship make him the ideal choice to guide the College’s financial strategy,” said Dr. Thomas Burns, President of York College of Pennsylvania. “His time in Chester clearly demonstrates his ability to navigate complex financial landscapes. As a York College alum and a member of the College’s Board of Trustees for the past four years, Michael brings a passion for the College, deep understanding of our institutional culture, and keen insights to help the College thrive. We are confident that Michael’s leadership will help drive York College’s financial sustainability and success for years to come.”

As VPF-CFO, Doweary will oversee the College’s financial operations, including budgeting, financial planning, and investment management, ensuring sufficient resources for the institution's fiscal stability and strategic growth.

As Chester’s Receiver, Doweary led a team that implemented critical financial controls, improved revenue collection, and strengthened pension funding. Prior to this role, he served as Business Administrator for the City of York and has extensive experience in the private sector. This diverse background gives him a strong foundation to oversee the fiscal health of a dynamic academic institution like York College.

Doweary holds a Bachelor’s degree in Finance and Accounting from Penn State University and a Master of Business Administration from York College.
