expand Housing and Financial Education

York, Pennsylvania – April 9, 2026

Community Progress Council (CPC) is pleased to announce it has been awarded a $50,000 grant from WellSpan

Health through the WellSpan Inspire Grant program, to expand access to housing counseling and financial

education for York County residents.

As York County’s only HUD-certified housing counseling agency, Community Progress Council plays a critical role

in addressing housing insecurity — one of the most significant social determinants of health in the region.

Housing instability is closely linked to poor health outcomes, including higher stress levels, increased emergency

department use, and challenges managing chronic conditions. In York County, 1 in 3 residents live below the self-

sufficiency standard, and more than half of renters are cost-burdened, spending over 30% of their income on

housing.

“With this investment from WellSpan Health, Community Progress Council can strategically expand our housing

and financial education services to meet growing community demand,” said Robin Rohrbaugh, President and CEO

of Community Progress Council. “Safe, stable housing is the foundation for health, employment, and family well-

being, all of which contribute to economic self-sufficiency. This grant allows us to strengthen the infrastructure and

leadership needed to help more York County families achieve long-term stability.”

The WellSpan funding will support key capacity-building efforts, including:

 Conducting a comprehensive assessment of CPC’s current housing counseling service delivery model

 Developing a multi-year strategic expansion plan to increase efficiency and reach

 Strengthening referral partnerships with healthcare, housing, and legal aid organizations

 Adding dedicated program leadership to improve coordination, oversight, and sustainabilityIn the 12-month period ending September 30, 2025, CPC’s Housing and Financial Education team helped 562

people gain the knowledge and skills to become financially empowered and meet their housing goals, including:

 224 households who developed a customized budget with their counselor’s input

 103 households that gained access to improve their housing situation

 14 households that engaged in homebuying counseling and then purchased a home

 59 households that prevented foreclosure after receiving housing counseling services

With WellSpan’s support, Community Progress Council aims to increase service capacity by 15–20 percent.

For more than 60 years, Community Progress Council has served as York County’s community action agency,

providing integrated services that help individuals and families move toward self-sufficiency. Its Housing and

Financial Education programs offer personalized support in rental readiness, eviction prevention, foreclosure

prevention, homeownership preparation, and financial literacy, with bilingual services available. Workshops and

one-on-one counseling are free of charge to people at all income levels.
