Springettsbury Township Water Quality Program Fee Implementation Meetings 
Pennsylvania municipalities have been experiencing an increase in Federal and State water quality requirements. These requirements are administered by the Environmental Protection Agency (EPA) for the Federal government and the Department of Environmental Protection (DEP) on behalf of the State government. 
Springettsbury Township is identified as an MS4 community. MS4 is the common abbreviation of Municipal Separate Storm Sewer System. This designation is based on population size and total amount of impervious coverage in the municipality. As an MS4 community, Springettsbury Township is required to apply for a National Pollutant Discharge Elimination System (NPDES) permit through the Department of Environmental Protection every five (5) years. The Township’s current permit cycle (2018-2022) has added a new requirement for sediment reduction within Township waterways.  
The Township is required to eliminate 697,000 pounds of sediment from Township waterways by the end of 2022. There are numerous methods to eliminate sediment; nearly all require construction activities to stabilize and repair stream banks and flood plains or to retrofit a stormwater basin or detention pond.  
The sediment reduction permitting and construction activities are estimated to cost the Township several million dollars over the 2018-2022 NPDES permit cycle. As a result of this unfunded mandate from the Federal and State governments, Springettsbury Township is implementing a water quality fee and credit program.  
The Water Quality Program Advisory Committee has been established to help the Township review the stormwater management program parameters and proposed fee. Most residents, businesses, institutions and organizations within the Township will be impacted by this fee; therefore, it is important to us that we receive input during this implementation process.  
We welcome and encourage the public to participate in the upcoming committee meetings that will be held monthly through September. The dates for the committee meetings are:  
•    Wednesday, June 19 at 3:30 p.m. – Introduction to MS4 & Township Water Quality Requirements
•    Wednesday, July 17 at 3:30 p.m. – Review of Water Quality Fee, Credit Program and Implementation Schedule
•    Wednesday, August 21 at 3:30 p.m. – Advisory Committee Recommendations and Changes to the Township’s Water Quality Program
•    Wednesday, September 18 at 3:30 p.m. – To Be Scheduled if Necessary

All committee meetings will be held at the Township’s Administration Building located at 1501 Mt. Zion Road, York 17402.
