Job Description
Penn Waste, the Local Choice for waste collection and recycle processing is adding to its Human Resources Department.
The Recruiter/Staffing Specialist is responsible for driving all aspects of the talent relationship management process for non-exempt candidates. This involves high volume full life cycle recruiting (screening, scheduling, interviewing, testing, managing the relationship, negotiating, employment branding, new hire on-boarding, benefit and culture questions, follow through after the candidate is hired).

You’re analytical, considering data from multiple sources & relationships, can identify links between dissimilar data sets, and draw conclusions & assumptions that will best benefit the business.
  • Work with management to clarify hiring targets
  • Gain approval for all positions prior to posting
  • Manage outreach
  • Participate in interviewing candidates
  • Manage Employee Life Cycle
  • Manage development and extension of offers, with HRD Approval
  • Learn HRIS system; assist with enrolling new hires
  • ATS (applicant tracking system) maintenance
  • Enter and maintain candidate information into applicant tracking system on a daily basis
  • Generate recruitment metric reports both manually and using applicant tracking system
  • Create, file and maintain filing system for resumes, applications and miscellaneous paperwork.
  • Understanding of recruiting metrics
  • Ability to prioritize, multi-task, problem solve while maintaining flexibility
  • Experience in a high volume, fast-paced environment may also be required depending on program
  • Develop a pipeline of 'go-to' candidates for placement into open roles
  • Strong interpersonal and communication skills with a focus on working effectively at all levels
  • Ability to handle multiple priorities simultaneously while being be highly organized
  • Preference toward a locally-based candidate well networked in the greater York area
  • Not afraid to roll the sleeves up, and work at all levels of the HR spectrum, from administrative to strategic
  • Properly screens and qualifies CANDIDATES by using established pre-employment standards
  • Correctly enter and update data into recruiting database.
  • Correctly maintain and generate required reports; properly process, audits and files various documentation.
  • Maintains compliance with state and federal employment regulations.
  • University degree or equivalent combination of education and experience
  • Experience of sourcing and/or recruiting
  • Competence in developing creative and innovative digital candidate sourcing strategies
  • Strong technology aptitude - experience with Applicant Tracking Systems, Candidate Relationship
Management Systems, LinkedIn Recruiter, and other direct sourcing tools is highly desirable.
  • Previous recruiting / candidate sourcing experience in a fast-paced professional environment is preferred
  • Advanced skills in Microsoft Office applications, including Word, Excel and PowerPoint
  • High level Communication Skills
  • Bilingual (desirable but not essential)

Position Type
This is a day shift position with core hours of 7:00 am-4:00 pm Monday-Friday. One (1) hour unpaid lunch. Overtime and/or irregular hours may be required as needed.
