Description:
Under general direction, the Director of Technology will provide oversight for the Network Infrastructure, Telecommunication Infrastructure and End User Computing and Support. Duties and responsibilities include but are not limited to: management of departmental technical staff, management of IT projects, defining technical direction for data and voice infrastructure. Propose, develop and implement policies and procedures governing technology and security within York County Government. Will consult and advise the Executive Director on data, voice, infrastructure and technology trends. Responsible for research, proposal, recommendation and procurement of new technologies. Provides technical direction and recommendation to other York County departments. This position reports to the Executive Director of Information Technology.
 

Responsibilities:
  • Oversight for the deployment, monitoring, maintenance, development, upgrade, and support of all IT systems, including servers, PCs, operating systems, telephones and peripherals.
  • Conduct cost-benefit assessments/evaluation on new technology for all departments.
  • Keep current with the latest technologies and determine what new technology solutions and implementations will meet business and system requirements.
  • Manage financial aspects of the IT department and other County departments, including purchasing, budgeting, and budget review.
  • Prepare and monitor data, voice and infrastructure business continuity plan and procedures.
 
 
  • Develop and maintain an accurate inventory of all York County Government technology equipment.
  • Develop and maintain an infrastructure documentation.
  • Develop standard operating procedures and best practices, including providing written protocols and guidance to IT staff and to end-users.
  • Maintenance of all written documentation and license agreements and proper licensing.
  • Communicate to staff organizational goals and objectives.
  • Monitor progress and regularly communicate with directors, managers, and staff on accomplishments and achievements of these activities.
  • Develop the IT staff to meet the changing needs of users, groups, new projects and technologies; and varying staff strengths.
  • Oversee the hiring, disciplining, and firing of personnel according to county policy by supervisor under the technical service division.
  • Establish operating procedures to enhance the day-to-day operations of the technical service teams.
  • Network monitoring metrics and core file server metrics.
  • Support of the County's Audio Visual Solutions.
  • Interface with vendors and professional service providers to insure completion of contracted work.
  • Initiate, develop & enforce policies regarding use of county owned computer and electronic
  • Research of Outside Vendors and Professional Servicescompanies
  • Research new technology for implementation into the County infrastructure
  • Working knowledge of enterprise storage solutions
  • Other duties as assigned.
      
ESSENTIAL FUNCTIONS OF SECURITY
  •  Develops and implements policies and procedures for security compliance.
  • Ensures that all security measures are, and remain, in place.
  • Recommends to the Executive Director IT and Human Resources Director appropriate sanctions against members of the workforce who fail to comply with established security policies and procedures.
  • Ensures that all documentation regarding the operation of York County IT  security efforts are retained according to retention policies
Responsibilities:
  • Master's Degree Preferred
  • Bachelor's Degree Required
 
  • Cisco or Microsoft Certifications Preferred
  • 5 (five) to 7 (seven) years of management experience, experience with current enterprise infrastructure and equipment, principles and practices; or any equivalent combination of acceptable training and experience.
  • Familiar with the following infrastructure technologies:
    • In-Depth Cisco Routers, enterprise switches, wireless technology, Security
    • In-Depth knowledge of MS Exchange, Microsoft Office, and Active directory
    • Knowledge Citrix and Citrix MDM
    • In-depth Firewall Security, TCP/IP, remote network access VPN
  • Must have current and valid driver's license.
  • In-depth knowledge of VMware ESXi and vCenter.
  • Must have computer skills and be proficient in Microsoft Office Products.
  • Must demonstrate good organizational and communication skills in areas of defining outcomes and customer service.
  • Establish and maintain cooperative relationships with co-workers, representatives of other County departments.
  • Ability to work under high pressure circumstances.
  • Ability to translate business needs and problems into infrastructure design and provide technical solutions.

  • Ensures that all documentation regarding the York County IT systems and applications is maintained.
Compensation:
  • $63,380.17 Annually
