Job Description

Summary of the Position:

A Property Estimator / Project Manager reports directly to the Vice President of Property Management and will work on projects and tasks as assigned by the Vice President.  This opportunity to join our team is a five day a week job with a normal start time of 7:00 AM and end time of 4:00 PM each day.  Some overtime may be required depending on the nature of the project being completed.  The position will work primarily out of the 2700 Water Street, York, PA office of Kinsley Properties.

The below items are responsibilities specific to the role of a Property Estimator / Project Manager which are expected to be executed by the weighted percentages below to give an idea of how time is typically allocated to the position.

Estimator Tasks:

  • Complete understanding of the 16 divisions of construction within the Kinsley family of companies.
  • Understanding of the most current version of the state adopted building codes, inclusive of The International Building Code (IBC) and National Fire Protection Association Code (NFPA), the ability to read those codes, and make decisions on how those codes effect project cost.
  • Understanding of municipal regulations like Subdivision And Land Development Ordinances (SALDO) and Zoning Ordinances, the ability to read those Ordinances, and make decisions on how those codes effect project cost.
  • Complete project estimate with an understanding of the means and methods of construction.
  • Ability to read and understand, architectural, structural, site, mechanical, plumbing, sprinkler, electrical, fire alarm, and misc. prints to include product cut sheets and submittals.
  • When appropriate, suggest changes to design build prints to reduce cost on jobs and aid in constructability
  • Creation of construction project estimates through the process of takeoff for contractor preformed tasks and through multiple biding of subcontractors for tasks outside of contractor direct performed work.
  • Create detailed scopes of work for a project per the company 16 division of construction standard listing things like quantity and types of materials to be used, drawing sets the scope of work is based on, excluded items in the scope of work and any needed alternate adds to be placed in the scope of work.
  • Work with the legal and leasing departments or individual client to create estimates in a timely manner so that estimates may be used in the creation of lease rates for lease real estate deals or straight construction projects.
  • Meet with clients as needed to review estimates and project needs to provide the client with the most complete and cost-effective estimate for their individual project.
  • Upon acceptance of an estimated project, transfer the estimate into the company recognized estimating and project management software.

 

Project Management Tasks:

 

  • Complete understanding of the 16 divisions of construction within the Kinsley family of companies.

  • File for and obtain building permits and any other municipal required paperwork to start and complete a construction project. Work with the Property Field Foreman to setup and complete all municipal required project inspections.
  • Understanding of the means and methods of construction to apply to the running and completion of construction projects.
  • Ability to read, understand, architectural, structural, site, mechanical, plumbing, sprinkler, electrical, fire alarm, and misc. prints to include product cut sheets and submittals.
  • When appropriate, suggest changes to design build prints to reduce cost on jobs and aid in constructability.
  • Meet with the Vice President of Property Management on a weekly basis to discuss department needs and status of projects and the employees completing those tasks.
  • Create and maintain schedules for the projects assigned and place those schedules on the department master schedule.
  • Create subcontracts and purchase orders in the company recognized estimating and project management software and attach required information to those subcontracts and purchase orders like bidding specifications, bid drawing list, correct contractor scope of work, and schedules.
  • Coordinate job change order requests and change order creation for both clients and subcontractors and process all change orders in a timely fashion through the company recognized estimating and project management software.
  • Keep track of project cost throughout the project and manage the project to keep it on budget and on schedule.
  • Ensure the Property Field Foreman have all the equipment, material, and job-related drawings and paperwork they need to complete given jobs.
  • Plan out projects with the Property Field Foreman by exploring needs and solutions to issues and giving full direction to the Property Field Foreman before they arrive at the job and assist them during the job.
  • Track the overall performance of the Property Field Foreman so that additional training can be conducted as needed or discipline can be carried out as needed to keep all parties accountable to assigned tasks.
  • Gather and approve in a timely manner all job-related paperwork to include drawings, cut sheets, SDS sheets, product data sheets, etc..
  • Conduct pre-job kickoff meetings with both subs, clients, foreman, and any other persons involved in a project to review scopes of work, drawings, schedules, material availability, job safety and the Kinsley safety expectations, and general job needs and tenant concerns.
  • Conduct bi-weekly, and if needed more regular, project job progress meetings with both subs, clients, foreman, and any other persons involved in a project to review scopes of work, drawings, schedules, material availability, job safety and the Kinsley safety expectations, and general job needs and tenant concerns. Job meeting minutes will be generated from these progress by the Project Manager / Estimator, following the company format, for these meetings and the meeting minutes will be distributed in a timely manner to all involved persons so they have time to review and comment on the meeting minutes before the next scheduled meeting.
  • Hold an HVAC meeting near the beginning of the project with the client to discuss all HVAC systems and setup system operation parameters for operating the system at the completion of the project with the mechanical contractor allowing all system setpoints to be programmed into the HVAC system before client turn over.
  • File all company required job completion paperwork like the Tenant Turn Over sheet and hold all associated job closeout meetings to include a final punch list walkthrough for the project and a tenant move in meeting to introduce the client to the different systems within their space along with introducing them to the property management team so they can transition into maintenance of the lease relationship with Kinsley Properties.
  • File all paperwork in according to the company designated file structure under a project or job file and archive all documents associated with a given project.
  • Work with the Facility Designers and the subcontractors to create a final “As Built” print set to include all drawing disciplines like architectural, structural, site, mechanical, plumbing, sprinkler, electrical, fire alarm, and misc. prints with information to include product cut sheets and operation and maintenance manuals.
  • Get needed documents and project information to the Accounting Department, Legal and Leasing Department, and the Property Management Department at the completion of the job to include things like municipally issued Certificates of Occupancy, utility meter numbers, client contact information, project and system warranties, any needed job information that will affect the management of the client moving forward.
  • Act as a safety officer for the property projects managed by being property trained by the Kinsey Safety Department to check for safety compliance on jobs as well as keeping all up to date with as needed safety training.

 

Staff, Client, and Vendor Communication:

  • Represent Kinsley Properties values of on-time customer focused service to all employees, clients and vendors.
  • Represent the Kinsley Properties values, mission and vision consistently through behavior and attitude in all interactions with clients, teammates and vendors.
  • Staff Communication:
    • Attend weekly update meetings with the office staff for both design, estimating, construction and property maintenance to discuss job status, scheduling, general information, employee needs, etc..
    • Attend quarterly meetings for the Property Construction groups to discuss items important to this group to include schedules, new items for Kinsley Properties, needed training, tool needs, employee concerns, etc..
    • Provide individual project information for Kinsley Properties archiving / SharePoint site to ensure the information for employee use is correct and up to date.
    • Work between the Kinsley Properties Accounting Department, Kinsley Properties Legal and Leasing Department, Kinsley Properties New Construction Department, and Kinsley Construction with its various departments to ensure inner company information is flowing properly.
    • Be an informed part of the communication between the legal / leasing department and the design and estimating groups to ensure lease negotiation needs are being delivered in a timely manner.
    • As the primary information conduit between office and Properties Construction Foreman, get all project related information / documentation to all field staff in a timely manner and answer questions as needed.
  • Client Communication:
    • Respond to client needs and issues through a process of meeting with client and communicating solutions until final notification is given of issue resolution.
    • Conduct routine meetings with clients throughout the construction process to make sure their needs are being met and document those interactions through saved email or meeting minutes.
    • Direct all client maintenance requests through the Property Maintenance department by communicating them to the Kinsley Properties Office Manager for scheduling and dispatch of maintenance technicians.
  • Vender Communication:
    • Evaluate construction projects to ensure that vendors are following the terms and conditions of as well as scope of work for subcontracts and purchase orders held with Kinsley Properties / Kinsley Construction and enforce the terms and conditions as well as scope of work as needed.
    • Work with sister companies in the Kinsley Enterprise system to ensure all Kinsley Properties needs are being met and that Kinsley Properties is communicating effectively with these groups.
    • Help create and maintain a robust list of venders for Kinsley Properties so that credible multiple bids may be achieved on all Kinsley Properties projects.
    • Work with key vendors as needed to discuss contract services, contract terms, and the general overall health of the service relationship with Kinsley Properties as needed.
    • Ensure proper entities are being billed for each Kinsley Properties job by giving the vendor proper billing entity and billing address information when setting up a project and communicate that information to the proper accounting group.

 

Property Management Tasks:

  • Work with the Vice President of Property Management to create and maintain a scope of services for each type of service or maintenance activity to be completed by an outside vendor so that competitive bids may be obtained for a given contract task.
  • As requested, complete all tasks associated with maintenance projects done directly for Kinsley Properties.
  • Negotiate, create, and maintain Kinsley Properties PO’s and change orders for each Kinsley Properties direct maintenance project assigned.
  • Work with the Kinsley Properties Accounting and the Property Maintenance Office Manager to research as needed billing responsibilities through the leases and approve and code all bills for payment associated with Kinsley Properties direct maintenance projects assigned.
  • Assist with the afterhours on-call program for Kinsley Properties taking time in the yearly schedule.

  • Bachelor’s degree or equivalent experience.
  • Construction management experience.
  • Hands-on field experience in the commercial construction industry preferred.
