Job Description
Position Summary


This position is a direct link from the Office of Emergency Management to the local municipal coordinators. This position is also a liaison to all county school districts, day care centers, nursing homes and hospitals.


Essential Duties and Responsibilities


  • Review and forwards to Director for approval, all hazardous Dam Plans
  • Plan, schedule and deliver training for municipal Emergency Management Coordinators (EMCs) in compliance with Title 35 requirements
  • Coordinate and review plan up dates with municipal coordinators to make sure that they are in concert with the County Emergency Operations Plan (EOP) and Title 35
  • Design exercises for local EMCs and evaluates the exercises for strengths and weaknesses
  • Schedule and instruct Community Emergency Response Team (CERT) training
  • Schedule and conduct CERT refresher training yearly
  • Schedule and assist with Public Safety Day yearly
  • Coordinate with Penn State Cooperative personnel on planning issues for agriculture food safety and farm animals to be incorporated into the county EOP
  • Completion of certification in the Pennsylvania Emergency Management Agency's (PEMA) required staff certification program
  • Serve as on call Duty Officer, on a rotating basis, with other staff members of OEM
  • Responsible for holding self accountable to the Director for exceptional customer service through strict adherence to York County Procedures, ADA, sexual harassment and appropriate use of computer policies
  • Represent OEM on the Hazard Mitigation Plan Committee
  • Assist York County Hazard Mitigation Officer with hazard mitigation projects
  • Assist in developing EOP's for municipalities, day care facilities, nursing homes, assisted living facilities, schools (public, private and charter) and dams within the county
  • Provide preparedness training to schools, day care centers, nursing homes and assisted living facilities
  • Work with local Department of Homeland Security (DHS) office and South Central Task Force (SCTF) for site assessment of critical (at risk) facilities.
  • Develop and conduct exercises for municipalities, day care facilities, nursing homes, assisted living facilities, health care facilities and schools.
  • Manage the Department's Social Media platform
  • Maintain the OEM emergency radios caches
  • Provide technical expertise to the Department
  • Develop the OEM Annual Report
  • Attend committees and assist in managing WebEOC and EverBridge notification systems
  • Develop damage reporting procedures, tools and training
  • Coordinate the Elected Officials seminar
  • Assist in training for the South Central Task Force, (SCTF) – in county
  • Manage the PADOH POD Program in the county
  • Attend Volunteer Organizations Active in Disasters (VOAD); represent the Department and develop plans and procedures
  • Manage the Department's web site
  • Manage the SCTF WebID system
  • Represent the Department on (YAMMRS) York Adams Metropolitan Medical Response System
  • After normal working hours, staffing of EOC for weather events or incidents, Or response in the field
  • Serves as Municipal Liaison for EOC activations utilizing 12 hour operations shifts
  • All other duties as assigned by the OEM Director or Deputy Director


Essential Requirements


  • Post high school training or degree
  • Four years experience in administration in private or public sector or as a planner
  • Knowledge of emergency services operations a plus
  • High degree of communication, training and team building skills
  • Proficiency in MS products
